18 октября 2017 года в Фундаментальной библиотеке Орловского государственного университета им. И.С. Тургенева состоялось заседание Экспертно-консультативного совета при Уполномоченном по правам человека в Орловской области по теме: «Защита прав человека на благоприятную окружающую среду».



С докладами на нём выступили — Уполномоченный по правам человека в Орловской области Александр Лабейкин и начальник Управления экологической безопасности и природопользования Орловской области Иван Иванов. В обсуждении проблемы приняли участие — заместитель Председателя Правительства Орловской области по агропромышленному комплексу, председатель комитета по аграрной политике, природопользованию и экологии Орловского областного Совета народных депутатов, представители Управления Росприроднадзора по Орловской области, Управления Роспотребнадзора по Орловской области, Управления Россельхознадзора по Орловской и Курской областям, межрайонной природоохранной прокуратуры Орловской области, Национального парк «Орловское полесье», компании ЗАО «Экосити», а также представители научного сообщества Орловского государственного университета им. И.С. Тургенева и Орловского государственного аграрного университета им. Н.В. Парахина. В работе принял участие исполнительный директор Общественного Фонда Парк «Преображение» Орловской области, член Экспертно-Консультативного Совета при Уполномоченном по правам человека в Орловской области В,М. Паскару.

Участники заседания отметили, что вопросы реализации и защиты прав граждан на благоприятную окружающую среду, гарантированных Конституцией Российской Федерации, носят чрезвычайно важный характер. На заседании были рассмотрены вопросы, связанные с состоянием экологической обстановки в Орловской области и повышением экологической устойчивости как фактора социально-экономического благополучия региона, обсуждены проблемы эффективности контрольно-надзорных мероприятий в данной сфере, а также экологические проблемы региона и пути их решения.
